Founding

In May 2000 The FEI has initiated the establishment of a chamber for software and information technology to be the 15th chamber, this initiative from the FEI was presented within a governmental concern for technology development after the adoption of the national plan for technology development in Egypt that was proposed by President Moubarak , September 1999
Since its creation, the chamber targeted the provision of special services to companies working in the information technology and communication field , it also focuses on discussing all the problems related to the industry and raising these problems to government to find the necessary solutions. The chamber also working on the development of this industry in Egypt , and to increase public awareness of the critical role of information technology in this era.

Minister of Industry and Technology Development With reference to the following laws and decrees governing the industrial Sector:

  • Law Number 21 for the year 1958 organizing industrial sector,

  •  Presidential Degree Number 452 for the year 1958 organizing The Federation of Egyptian Industries , amended with Presidential Decree Number 19 for the year 1981,

  • Presidential Decree Number 453 for the Year 1958 concerning the creation of Industrial Chambers,

  • Ministerial Decree Number 101 for the year 1967 concerning the identification of Industrial Chambers,

  • Ministerial Decree Number 514 for the Year 1958 issuing The Rules of Procedures for the Chambers , amended with Ministerial Decree Number 105 for the year 1967 ,

And after reviewing the note raised from The Federation of Egyptian Industries , dated 20/12/1999,

We decide

Article Number one :

A new Industrial Chamber will be established , Named ( Chamber of Software & Information Technology) , staring from the current session of the Federation.

Article Number two :

The New Chamber would consist of Three Branches ( Software, Communications , and Information Services).

Article Number Three :

The new Chamber would cover the following activities:
  • The industry of ready made programs.

  • The industry of integrated software solutions.

  • The industry of software services.

  • The industry of Internet and E-Commerce Software.

  • The Industry of marketing and exporting software products.

  • Complementary industries to software.

Article number four:

all industrial activities within the chamber must be represented on the elections of chamber board members.

Article number five :

Chairman of The Federation of Egyptian Industries will work on the implementation of this decree.

Article number six :

This decree is to be published in the official journal.

  • With reference to law number 32 for the year 1957 issuing the law of public establishments , and law 21 for the year 1958 organizing and encouraging the - - industrial activity,

  • With reference also to law number 1 for the year 1958 putting some amendments to laws applied within the tow territories of the republic ( Egypt & Syria)

  • after reviewing what was raise to us by The State Council We Decide

Article Number 1:

Industrial Chambers will be established for the industrial activities that will identified by a decree issued by the minister of industry , these chambers will be treated like public institutions . these chambers , with the approval of minister of industry, has the right to establish branches for its sub-activities , it also have the right to establish branches in main industrial areas.

Article Number 2:

Chambers mentioned in the previous article would be concerned with the common interests of its members , representing them before public authorities , and to help public authorities on the development of Egyptian industry and reducing production costs.

Article Number 3:

Each industrial establishment with capital not less than 5,000 pounds , working within not less than 25 workers , should join the industrial chamber covering its specific activity.

Article Number 4:

All chambers will be subjected to the common rules of procedures that will be issued in a ministerial decree after consultations with the Federation of Egyptian Industries.

Article number 5 :

Each chamber should have its own board , this board will be composed every three years under a ministerial decree, two thirds of the board members will be elected by the members of the chamber , whilst the minister of industry would appoint the remaining third among these involved with that specific industry.
